Document attestation: why the requirements differ
The issuing country, document type and intended use determine which questions to ask first.

A document accepted for one purpose may need different formalities for another. Before arranging attestation, clarify where it was issued, what it records and which organisation will receive it. This helps distinguish the authentication process from translation, notarisation or any separate requirements imposed by the receiving authority.
Begin with the receiving authority
Tell us whether the document is intended for employment, residency, education, a commercial transaction or another purpose. The receiving organisation may specify language, format or supporting records. Confirming those points first reduces the risk of completing a process that does not meet the actual purpose of the document.
Separate the different services
Attestation concerns the relevant authentication of a document. Translation addresses its language, while notarisation is a distinct procedure where required. One service does not automatically replace another. Documents issued inside and outside the UAE may follow different routes, and availability of electronic processing must be checked for the document concerned.
Check the document before making arrangements
Check that names and other details are consistent with the intended application, and identify any prior certifications. Ask whether an original, a certified translation or a particular electronic format is required. A scan can help clarify an enquiry, but it should not be assumed to replace the form of document required for the official procedure.
Follow the document’s origin and destination
For a document issued abroad and intended for use in the UAE, the issuing country and the relevant UAE mission can affect the authentication route. A document issued in the UAE for use elsewhere raises a different question: what does the destination require? Do not assume that a process described for one country can be repeated unchanged for another.
An employment certificate, a degree and a corporate power of attorney also serve different purposes. Before arranging a courier or translation, ask the receiving organisation to identify the document it actually needs. Attesting the wrong document does not solve a missing qualification record or an incorrectly prepared commercial instrument.
A digital original is different from a scan
MOFA’s current service distinguishes digital attestation from the route involving an approved courier. The available route depends on the issuing authority and document type. For the relevant digital process, the service asks for the original digital document issued by the competent authority; a photograph or scan of a paper certificate is not automatically equivalent.
This distinction matters when someone says, “I already have it as a PDF.” PDF describes a file format, not whether the document is an authentic digital original, a scanned copy or an incomplete export. Keep the original file intact and check the applicable verification method before compressing, combining or modifying it.
For the physical-document route using an approved courier, MOFA specifies an Arabic or English original, or a legally certified translation, together with prior certification by the competent bodies where required. The document must not be laminated. Confirm the route before sending an original: a paper certificate and an eligible digital original are handled differently.
Discuss the required coordination
Ras Al Hekma assists with attestation requirements and coordination of notarisation or legal translation where relevant. Tell us the document type, issuing country, destination and intended use. We can clarify the agreed assistance and any authority or specialist involvement before you arrange delivery of original documents.
Three services that are often confused
| Service | Purpose |
|---|---|
| Attestation | Authentication of the relevant signatures and seals, through the applicable official route. |
| Legal translation | Preparing the required language version through an appropriately authorised provider. |
| Notarisation | A separate notarial procedure where the document or transaction requires it. |
Common questions
Does attestation confirm the contents of a document?
MOFA describes attestation as certifying the authenticity of signatures and seals. It is not a substitute for the receiving organisation’s assessment of the document’s contents or suitability. An attested degree, for example, may still be subject to separate academic or professional requirements.
Do all documents need Arabic translation?
Not as a universal rule. MOFA’s service refers to Arabic or English originals, or a legally certified translation, while the receiving organisation may impose its own language requirements. Confirm both before commissioning translation; a requirement for one transaction is not necessarily the rule for another.
What if my name differs between documents?
Point out the discrepancy before arranging the final application. A spelling difference, changed name or missing part of a name may require clarification or supporting evidence acceptable to the receiving authority. Do not alter an official document yourself to make the names appear consistent.
Can I send a scan with the initial enquiry?
Our enquiry form accepts PDF, JPG and PNG within its displayed limits. A clear redacted copy can help explain the request, but send only what is needed. We clarify the required original or digital format and delivery arrangements before proceeding with the official application.
