What determines the cost of establishing a company in Dubai?

Understand what a proposal includes, what may be charged separately and which costs continue after incorporation.

Two company formation proposals can look similar while covering different work. One may include only a licence; another may include a facility, immigration arrangements and application assistance. A useful comparison starts by bringing both proposals to the same scope, rather than choosing the lowest headline figure.

The structure sets the starting point

The licensing authority, activity and legal form influence the formation requirements. Some activities also need approvals from another regulator. Premises and visa needs can change the overall proposal substantially. A price for a different activity or facility is not necessarily a useful benchmark for your business.

Ask for a clear breakdown

Separate authority charges, facility costs, third-party charges and professional service fees. Ask which items are included, which depend on later decisions and whether applicable taxes are included. If a proposal mentions visa support, establish whether this covers assistance only or also the relevant official charges. A written scope helps prevent avoidable misunderstandings.

Include the cost of keeping the company operational

A first-year offer does not establish the renewal cost. Consider licence and facility renewal, changes to the company and the administration needed as it grows. Banking, insurance and tax obligations may also need separate attention. Keep assumptions visible: a proposal built for one shareholder and no employees may change when the operating plan changes.

What does “one visa included” cover?

The phrase can describe an allocation, application assistance or a fuller set of application and processing steps. Ask which meaning applies. Where relevant to the proposed package, clarify the establishment or immigration file, entry or status arrangements, medical examination, Emirates ID and insurance. The items that apply depend on the proposed company and the applicant’s circumstances.

Also distinguish licence and facility renewal from the validity of a person’s residence permit. They may follow different cycles. A year-by-year breakdown is more informative than assuming that every payment repeats at the same time and for the same amount.

A practical way to compare two offers

Imagine two proposals for the same founder: one lists a licence and shared workspace; the other also lists residency processing. Do not compare the totals until the first provider has clarified the missing residency items and the second has separated official charges from its own assistance fee. The apparently more expensive offer may simply describe more work.

Ask for the proposal’s date and validity, the selected activity, the authority and the assumptions about shareholders and staff. If an item remains unconfirmed, have it identified as an estimate or exclusion. This makes the proposal easier to review and gives both parties a record of what was discussed.

Prepare for a focused discussion

Tell us the activity, intended market, shareholder count, premises needs and expected residency applications. If you already have a proposal, identify the items you want clarified. Ras Al Hekma can discuss the required formation work and explain the basis of its service scope before instructions are agreed.

Common questions

Can an advertised starting price be treated as the final cost?

Not without checking its scope. It may relate to a particular activity, facility, shareholder arrangement or promotion. Ask what your own proposed company requires and whether the quoted amount includes applicable taxes and third-party charges. Do not budget from the headline alone.

Why are renewal costs sometimes different?

An introductory concession may not continue, and the company’s facility, staffing or activity may have changed. Ask for current renewal terms and what they assume. The official Invest in Dubai cost page itself labels its published figures as indicative and dated; older tables should not be treated as a current quotation.

Does formation assistance cover accounting and tax returns?

Only where a separate, clearly defined arrangement expressly includes them. Our tax service is registration assistance, not return preparation or filing. Budget for any ongoing accounting, filing or specialist work the company needs and confirm who is responsible for it.
